STATEMENT FROM MAYOR WILLIAM PEDUTO ABOUT PASSING OF K9 OFFICER

I am saddened to learn about the passing of K9 Officer Rocco. He served this city faithfully and paid the ultimate price in the line of duty in service of the residents of our City. His brave actions very possibly spared the lives of two other officers. My thoughts and prayers are with his fellow officers and the entire Pittsburgh Police Bureau.

    Dir Sir,

I feel very bad for the fallen officer and do not have a problem showing the respect that Officer Rocco deserves. I hope that the suspect gets the max penalty for his actions and crimes. And I have total respect for your Police Officers that are feeling the loss of one of their own be it be a human or a K-9 is a Police Officer just as important if he were a human being.

But seeing as how you have never served a day in the Military you probably do not have the same respect for our Nations Flag as a veteran as my self. And feel you do not have the authority to order the flag at half mast.

I hope this is not the beginning of another Mayor thinking he can make decisions that are above your authority. And the fact that a congressman gets the flag at half mast the day of and day preceding his death I truly hope that since you did not say how long it would be at half mast you immediately order the flag at full staff. I also feel you need to make a public apology for taking authority that you do not have. And in the future read the laws and regulations of any area you are about to embark on prior to making a decision. I feel you are not right for the position of being a mayor if you are going to show disrespect for laws and regulations of this nation.

Hope you do the right thing and make the apology and realize where your authority stops before you make a choice that will hurt this city.

See the The United States Flag Federal Law Relating to Display states as follows:
    (m) The flag, when flown at half-staff, should be first hoisted to the peak for an instant and then lowered to the half-staff position. The flag should be again raised to the peak before it is lowered for the day. On Memorial Day, the flag should be displayed at half-staff until noon only, then raised to the top of the staff. By order of the President, the
flag shall be flown at half-staff upon the death of principal figures of the United States Government and the Governor of a state, territory, or possession, as a mark of respect to their memory. In the event of the death of other officials or foreign dignitaries, the flag is to be
displayed at half-staff according to Presidential instructions or orders, or in accordance with recognized customs or practices not inconsistent with law. In the event of the death of a present or former official of the government of any state, territory, or possession of the United States or the death of a member of he Armed Forces from any State, territory, or possession of the United States, the Governor of that State, territory, or possession may proclaim that the
National flag shall be flown at half-staff, and the same authority is provided to the Mayor of the District of Columbia with respect to present or former officials of the District of Columbia and members of the Armed Forces from the District of Columbia. When the Governor of
a State, territory, or possession, or the Mayor of the District of Columbia, issues a proclamation under the preceding
sentence that the National flag be flown at half-staff in that State, territory, or possession or in the District of Columbia because of the death of a member of the Armed Forces, the National flag flown at any Federal installation or facility in the area covered by that
proclamation shall be flown at half-staff consistent with that proclamation. The flag shall be flown at half-staff thirty days from the
death of the President or a former President; ten days from the day of death of the Vice-President, the Chief Justice or a retired Chief Justice of the United States or the Speaker of the House of Representatives; from the day of death until interment of an Associate Justice of
the Supreme Court, a Secretary of an executive or military department, a former Vice-President, or the Governor of a state, territory, or possession; and on the day of death and the following day
for a Member of Congress. The flag shall be flown at half-staff on Peace Officers Memorial Day, unless that day is also Armed Forces Day.

I think that it is fiscally irresponsible for us to be spending all this money running a dog funeral today. I am NOT going to follow the script and proclaim kudos for a dead police dog because I am a taxpayer who doesn’t think that his money should be spent to honor a dead dog. Go ahead and delete my post, but I’m not the only one who thinks that this is a comic dramatic work of buffoonery (aka a farce). The services and the lowering of the flag to half staff unnecessarily elevate the status of this dog above and beyond human beings who have sacrificed more than the dog has.
